Account form, Security page; add Monitoring block for Motor Vehicles

On the Account form, Security page, Motor Vehicle items can now show a "Monitoring" block - like that shown on the Security Statement form, Security Items page.

The constant "ShowMonitorBlock" controls whether this block is shown - the default is True, i.e. show.

The following built-in Summary Page has been updated:
