Processes; New "Heartbeat" entry allows monitoring of the heartbeat service

If Web Services is running via a centralised configuration file (via a config.redirect file in the App_Data folder) then multiple Web Services can be monitored via the Servers view.

This is (and always has been) achieved via a 'Heartbeat' service that updates a small JSON file either in the App_Data folder or where the config.redirect file points to.

This service now appears in the Processes view and gives developers and administrators more information, e.g., where the heartbeat file is being written to and how many times (beats) it has been updated since Web Services was restarted.
