Account Payment Reverse wizard; "Document Fee" now unchecked if disabled

In the Account Payment Reverse wizard a Fee can be charged for sending a Document.

If the Document does not have a Fee defined this is disabled, but left as checked. This behaviour has changed so that if not defined it is disabled and not checked.
