ISLink table; remove records where Link="Certificate.MotorWeb"
MotorWeb Certificate details were moved from Global Settings to Cost Centres in version 3.3 (released 1/5/2020).
However, information may still be stored in the ISLink table. Therefore the database upgrade wizard will remove "ISLink" records where Link = "Certificate.MotorWeb"
