ISKeyValueList; may incorrectly set IsDirty to true

The ISKeyValueList object may incorrectly set IsDirty to true under these circumstances:

• One of the Set methods is called, e.g. SetString.
• The Value is not changed.
• A User Defined Index is specified.
• The User Defined Index is already used, even by the same Key.
