New Zealand Phone Number validation; various enhancements

The New Zealand Phone Number validation logic has been enhanced as follows:

• Mobile Phone Numbers
• Begin with 02
• Must be 9, 10 or 11 digits (including 02)
• Landline Phone Numbers
• Begin with 03, 04, 06, 07 or 09 (except 090)
• Must be 7 digits (excluding area code)
• Free Phone Numbers
• Begin with 050 or 080
• Must be 10 digits (including 050 or 080)
• Premium Rate Phone Numbers
• Begin with 090
• Must be 9, 10 or 11 digits (including 090)

All other Phone Number report a warning message "This Phone Number does not look like a valid New Zealand Phone Number. Please check the Phone Number is correct.".
