HTML Widgets; Permission dropdowns now have a Lookup button to display an "Effective Permissions" form

The Permissions dropdown used on forms such as Element Edit (widget.UI.PermissionKeyComboBox) now has a Lookup button to the right which, when clicked shows a new "Effective Permissions Viewer" form that can be used to show a Permission Key's Effective Permissions.
