Shutdown Warnings; Documents awaiting Publish warning showing incorrectly

Users can opt to see a shutdown warning regarding unpublished Documents.

This is configured under User Preferences, Tasks & Workflows, Startup/Shutdown via the "Show a warning if there are Documents waiting to be published?" checkbox.

The shutdown checks were incorrect when compared to how the Publish Documents wizard works and the following changes have been made:

• The Publish Status of Logs is now checked to either be "Open" or "To Send"
• The Publish On date was incorrectly checked since it was ignoring the current time
