External Parties; Personnel "Add as User" button now clarifies what Cancel does when asking to Duplicate a User

On the Admin, External Parties, Personnel page the "Add as User" button now clarifies what the Cancel button does when asking to Duplicate an existing User.

There is an option to Duplicate an existing User to make this option easier. However, if you don't want to duplicate an existing User, and there are many Users, you will be asked many times whether you wish to duplicate an existing User. Therefore, the Cancel button cancels asking further whether you wish to duplicate a User.

The question is now "Add User as a duplicate of User [id], [name]? Click Cancel to not ask to duplicate further.".
