New Account wizard; Transactions with Frequency "Opening" can now only be edited on the New Account wizard if the Basis is "Set Value"

In the New Account wizard, Transactions with a Frequency of "Opening" can now only be edited if the Basis is "Set Value".

Previously Transactions with a basis of "Percent of Balance", for example, displayed "1% of Balance" and this text could be edited - which didn't make sense.
