Account Type Transactions; Deposit Element Types now support all standard "Basis"

Previously when entering a new Loan Account, "Deposit" Elements only supported a basis of "Set Value".

This restriction has been lifted, so a basis of "Percent of Total Advances" can now be used, for example.

Note, you can only add Deposit elements as "Opening" frequency Transactions, therefore once an Account is Open you cannot add a Deposit type Transaction.
