Scripts; Options page for HTML Widgets now has an option for "Apex Charts"

The "Apex Charts" JavaScript library is now available for use in HTML Widgets.

Currently, this is used to produce charts for the "Visualisation" tag in the various upcoming Task Manager 2 HTML Widgets.

Rather than always including this chart library, the HTML Widget must opt to include it via this option. This then optimises the widget size.
