Scheduled Processes not running as expected

If a Scheduled Process time has passed, a flag on the Process allows it to be configured to run as soon as possible. This flag was not being respected if, for some reason, the Web Server was not running and the process was scheduled to run the previous day.

NOTE: By default, IIS applications such as Web Services will only start to run upon the first request (hence they will not handle scheduled processes). See the Web Services documentation for how to configure the application to start automatically.
