Business Layer; finScripts.GetSmartList() method to return Script or system-supplied Smart List

A new business layer method, finScripts.GetSmartList(id) can be used to get a Smart List Script, or, if the id is prefixed with "SmartList:", a system-supplied Smart List (e.g., "SmartList:QuickList_Clients").

NOTE: This function returns a finScriptExecutable object which will vary between finScript or finScriptRO depending on whether a system-supplied Smart List is being retrieved.
