Account Disbursements; Disbursement Type always defaults to "Cost" even if not available
The Account Disbursements wizard and HTML Widget have been updated to blank the Disbursement Type if the default Disbursement Type is not a valid option.
The HTML Widget has also been updated to limit the data entry on various combo box controls to the available items in their respective lists.
