widget.UI.FileUpload; Warning messages now displayed for Resources and Document Manager if no items are available to select

Previously, the widget.UI.FileUpload control would open blank modal windows when selecting the "Resource" or "Document Manager" options to select a file, and no Resources or Document Manager files were available. It was not clear that there were no items and appeared as though something had gone wrong.

This has been updated to show an error message, and once dismissed the modal window will automatically close.
