HTML Widgets; Account Withdrawal wizard; "Card Name" was mandatory for "PosCard" type payment methods

The Account Withdrawal wizard incorrectly made the "Card Name" field mandatory for "PosCard" type payment methods.

This was actually an issue in the widget.UI.AccountOutgoingPaymentDetails widget control and therefore did not require a change to the HTML Widget itself.
