Account Logs; New Logs now display a "Charge Fee" page
When adding a new Account Log for an "Open" Account, a "Charge Fee" page is now displayed.
This allows an ad-hoc Fee to be entered in the same way as the "Account Details" page in finPOWER Connect desktop.
