Elements; Comparison Rate Regions; Range Lookup added

A Range Lookup has been added to the Comparison Rate Regions Textbox found on the Elements form. The available Regions listed in the Range Lookup is made up of the distinct Regions used across the database on Accounts. Previously, this relied on Regions being manually entered (or pasted in).
