User Policy forms added

The following User Policy forms have been added:

• User Policy (view a User Policy)
• User Policy Edit (edit a User Policy)

An existing User Policies list form was already available from the Administration view, User Security tab.

NOTE: The summary on the User Policies list form now shows less information since full User Policy details were previously shown in the absence of a User Policy form.
