Updated Globalisation/ Locale functionality

Globalisation/ Locale functionality has been updated to use the System.Globalization rather than My.Application.Culture namespace.

This applies to information such as date, number and currency formatting.

NOTE: This change has been made to remove dependence on non-standard technology within the .NET Framework.
