Icons containg a hash are not rendered correctly

If an icon contains a hash, e.g., "Flag[#FF0000]", it was not being rendered correctly since the URL generated to retrieve the icon was not sent to Web Services correctly.

This could arise if a Summary Page was generated using an "icon" template, e.g.:

 Variable or Template 'ICON' is not recognised.
