Administration view; User Security; User Groups; Summary updated to include new "Allow Users to post Transactions to filtered out Accounts" option

The new "Allow Users to post Transactions to filtered out Accounts?" option has been added to the Summary Page on the Administration view, User Security, User Groups list form.

NOTE: This view does not currently allow editing of User Groups.
