HTML Widgets; Incoming & Outgoing Communication HTML Widgets could not be run as standalone Workflow Items

The Incoming & Outgoing Communication HTML Widgets could not be run as standalone Workflow Items (configured as HTML Widget or HTML Widget Script Item Types) as they required a "Type" and "Id" Parameter to function correctly.

This was incorrect, as both "Type" and "Id" can be retrieved if a Workflow Pk is specified. Therefore, this requirement has been relaxed in the scenario where a Workflow Pk has been set. This now allows these HTML Widgets to be configured as HTML Widget and HTML Widget Script Workflow Item Types.
