HTML Widgets; Bank Entry wizard; User cannot delete their own Batch

Non-Administrator Users were unable to delete Bank Batches they had created.

When attempting to Delete the Batch, the User would receive the error:

Failed to Clear Lock.

You do not have permission to Clear Locks.
