Resolving File Names; may not correctly resolve folder name

When resolving filenames, if the filename does not include a root directory, e.g. "c:\", and the base folder has a tag, i.e. [AppFolder] or [DbFolder], the file name is incorrectly generated.

The filename leaves the tag unresolved.

This may cause the following to not work as expected:

* Dictionary File Name.
* Desktop Background Image.
