Parameters; Range Parameter that was previously defined as a List Parameter containing a CSV List may not work as expected

Defining a Parameter as a List and specifying a comma-separated list of values causes issues if the Parameter is subsequently changed to be a Range Parameter.

Behind the scenes, the CSV List was being preserved and therefore setting or reading the Parameter would not give the expected value (if would probably be blank).

The business layer ISParameter object has been updated to clear the List for Range Parameters (unless defined as "Allow single item only") when they are loaded.
