Workflows: Outgoing Communication; Client type Workflows do not list all expected contacts

When selecting an entry in the "Contacted" dropdown on the Workflow Actions wizard, Outgoing Communication wizard for a Client type Workflow, the "At" list may not show all of the expected values in the list, e.g., it may only show an email address when you are expecting to see both an email address and a phone number.
