HTML Widgets; Account Disbursement; Payment Details controls not initialised with Account Id correctly

The Account Disbursement HTML Widget was not initialising the Payment Detail controls correctly (both incoming and outgoing) with the Account. The result of this was that there was no "lookup" button to select existing Payment Details, nor were the Smart Tags available to easily populate the Reference field(s).

This has been fixed, and now the Payment Detail controls are initialised correctly, meaning they provide the Payment Details lookup and Smart Tag options.
