HTML Widgets; Bank Entry wizard; Payment Methods dropdown incorrect if outgoing Transaction Type was selected

The dropdown list of Payment Methods was incorrect if a Transaction Type with an outgoing Element was selected.

This occurred when no Element was specified in the Transactions grid on the Bank Entry wizard. The Element from the selected Transaction Type was not being used as a default and hence the Payment Methods list was incorrectly showing incoming Payment Methods.
