Credit Bureau services; not respecting Global Settings/ User Preferences Proxy Server and Timeout settings

Credit Bureau services were not respecting Global Settings and User Preferences Proxy Server and Timeout settings found on the General group, Internet page.

Note, this issue started when all Credit Bureau services moved to Cost Centres.
