Import Information wizard; Now fails to load for read-only databases

Previously, accessing the Import Information wizard via a URL for a read-only database did not give any warning until the User attempted to import information.

This has been tidied up so the wizard never attempts to load and instead, a notification is displayed reading "The Information Import wizard is not available for read-only databases.".

Also, this wizard is now restricted to Administrator Users since the Administration system group (for defining menus and the Administration view) only includes this wizard for Administrators.
