Quick Search locates Users when not signed in as an Administrator

The Quick Search can be used to locate other Users.

This functionality is intended for Administrator and User Administrator Users only however it appeared that User records appeared on the search results for any User.

Although this issue was only visible in finPOWER Connect Cloud, it was in fact an issue with the business layer finQuickSearch object.
