HTML Widgets; Date with a time portion show padding to the right of the time (when not read-only)

The widget.UI.TimeBox control has an 'allowTime' option which, when set to true, shows a time-entry portion.

This is used in places such as the PPSR page on the Security Statement Edit widget for New Zealand.

This control uses a non-standard time-entry control which incorrectly has padding to the right to allow for a dropdown button (which this particular control doesn't support). This padding was removed when the control was read-only.

All right-hand padding has been removed from the time-entry control.
