Direct Debit Payments; "Combine Promises with Regular Payments" setting not working

There is an option under Bank Accounts, Payment Methods to "Combine Promises with Regular Payments" for Direct Debits.

This setting was not working correctly - it was incorrectly using the "Combine Additional Payments with Regular Payments" when processing Direct Debits.
