HTML Widgets; Security Item "Year" field allows years too far in the future

Any Security Item which supports a year (e.g., Motor Vehicles) now enforces the Year to be between 1900 and current year + 1.

For example, in 2021 the valid range would be 1900 - 2022.

Additionally, for NumberBox HTML Widget Controls, if "showSeparators: false" when initialising the Control, any Validation errors were always displayed with separators. This has been enhanced so that if "showSeparators: false", then the validation message will not show separators either.

The following HTML Widget has been updated:

• HtmlWidget_SecurityStmtItem
• Version: 1.09 (05/07/2021)
