Documents; Incorrect message shown when sending a document to a Quote Account

An Incorrect message was shown when sending a document to a Quote Account, i.e., where it is not open.

The message is "The $x.xx fee will not be changed since this Account is not currently 'Open'.". The word "changed" should be "charged".
