Icons; Now request caching for 1 year instead of 2 days

Calls to the Icon controller, GetIcon method now return an HTTP Header that requests that the icon is cached for 365 days instead of 48 hours.

The new header is:

Cache-Control: public, max-age=31536000

All finPOWER Connect Cloud calls to this method now include a "v=[finPOWER Connect version number" URL parameter to eliminate any caching issues between releases.
