HTML Widgets; Account Withdrawal; "Payment Arrangement" page added

The Payment Arrangement page found at the end of the Account Withdrawal form is now available in the Account Withdrawal HTML Widget. The behaviour matches that of the existing form.

NOTE: This page is displayed only if the following conditions are met:

• The User has the Permission Key "Account.PaymentArrangementAdd" allowed.
• The Account Class is "Fixed Term".
• The withdrawal date is before the next payment date.
• The balance of the Account is above $0 after the withdrawal amount has been entered.

These conditions are also applicable to the Account Withdrawal form.
