External Parties list; Updates

The following changes have been made to the External Parties list form:

• External Party summary now includes an "Edit" action
• Personnel summary now includes an "Edit" action (this is the same as clicking the drilldown button in the grid but has been added for consistency)
• Vertical ellipsis have been removed from grids
