Web Services; When configured to only allow local access for administration, access to Portals may be blocked

Under certain circumstances, e.g., not using the Portal Host application, Portals were blocked when Web Services administration was configured to only be accessible from the local machine.

The same applied to externally hosted HTML Widgets.
