Account Restructure; fails to calculate if there is a Standard Transaction that has already stopped

The Account Restructure wizard may fail to calculate with the error "Cannot calculate new Account for Restructure. Standard Transaction 'Next Payment' date cannot be prior to the date of the Restructure.".

This occurs if there is a Standard Transaction that has already stopped. For example, if a restructure occurs on the 20/1/2021 and there is a Standard Transaction that stopped on 31/12/2020.

Note, the function finAccountStdTrans.RemoveCeased has been updated to remove Standard Transactions that have already stopped.
