Portals; Custom "Password Change" page not showing

A custom Password Change page (a page with a code of PASSWORD_CHANGE) was not being displayed unless it was flagged as allowing unauthenticated access.

This was incorrect since, in order for a Client or User to change their password, they must first have been signed in.
