Logs; change logic behind delete where Log is linked to a Service Log

Currently Client Logs cannot be deleted if they are Bank Account Enquiry Logs.

This restriction has been removed, and instead a Log cannot be deleted if it is linked to a Service Log that is still "In Progress".

In addition, when deleting a Log, the user is warned and must confirm the deletion if the Log is linked to a Service Log as deleting a Log will not delete the related Service Log.
