Reporting view; Utilities tab added

The Reporting view may now display a "Utilities" tab.

Currently this is only displayed for Administrators.

This tab allows the "Audit Search" to be run.

The Quick Search will locate and provide a link to the Audit Search, as per searching for items in other views.
