HTML Widgets; New Account wizard; Comparison Rate errors appearing in Debug window

When running the New Account wizard, HTML Widget errors relating to being unable to calculate the Comparison Rate were occuring behind the scenes.

The business layer has been updated to avoid reading Comparison Rate details for an Account Calculation if it requires recalculating.

This should have no affect other than to prevent the errors from appearing in the Debug window.
