New Account wizard; Calculating Interest Rate from Total Interest may fail

In the New Account wizard, calculating the Interest Rate from Total Interest may fail with the error "Failed to calculate Interest Rate from Total Interest value. Total Interest value specified is too large.".

Note, this issue was introduced in version 3.3.0 as a result of changes made for High-Cost Loans.

If an Interest Rate cannot be calculated that gives the exact Total Interest value this error is reported. Previously the best Interest Rate is returned, which may vary slightly from that entered.
