Resources; Flags added to restrict Web access

The following flags have been added to Resources:

• Allow download by Client Portals
• Will only be available if licenced for Portals
• Will be checked by default for new records
• Allow download by unauthenticated HTML Widgets and Portals
• "and Portals" will be omitted from the checkbox if not licenced for Portals
• Will be unchecked by default for new records

These flags indicate under what scenarios the Resources are available to download from the web.
