Account Payment Arrangement / Promise wizard can crash when initialised without an Account Id

When running the Account Payment Arrangement / Promise wizard via an Application Shortcut (e.g. when launched from a User's "My Shortcuts" pane) without an Account Id, the wizard would return a "Key not Specified" error and potentially crash to desktop.

This has been fixed, and the Payment Arrangement form can now be initialised without an Account Id.
