Account Application Accept or Decline Wizard "Select the Account Application" DBCombo not read only when launched from the Account

When launched from the Application, the Account Application Accept or Decline wizard did not have its Application DBCombo read only, meaning that a User could change the Application it was being applied to.

This behaviour was incorrect and has been fixed. Now, if launched from an Application the DBCombo will be read only. If launched from an Application Shortcut (in the Shortcuts Task bar, for example) without an Application, then it will not be read only and one can be manually selected.
